Video: Who pays the new CO₂ tax in Catalonia, which motorcycles does it affect and how is it paid?

At the beginning of this year, the most realistic homologation so far of consumption and CO₂ emissions for the calculation of the registration tax, a measure that increased the price of the most polluting motorcycles.
At the regional level they prepared a new CO impuesto tax which will initially tax vehicles in Catalonia and which will surely be extended to the rest of Spain in a couple of years. This tax, which will affect 2.3 million vehicles, will begin to be collected from today, September 15. For all those who have doubts about whether they have to pay for their vehicle or not, we are going to do a little review and we are going to tell you what are the steps to follow in order for you to do so.
How much do I have to pay and how do I do it?
Before starting to explain how the procedures should be done, I will tell you what this tax is and which people will have to pay it. The tax is a progressive rate that will be paid annually in Catalonia and that will tax the most polluting (or most powerful) vehicles, including passenger cars, vehicles with up to eight occupants, vans up to 3.5 tons, motorcycles, motor tricycles and heavy quadricycles.
The tax It is managed through the registry and it is prepared and approved by the Tax Agency of Catalonia from the data it has. An important information to take into account since if you have changed your address and have not notified the registry, it is possible that the payment notices will not arrive correctly.
As for which people will have to pay it, they will be all those (both physical and legal) who throughout 2020 were owners of a car, motorcycle or van and who had their tax domicile in Catalonia. Also included are legal persons without tax residence in Catalonia who had an establishment, branch or office and who had vehicles registered in Catalonia on that date.
To find out who should pay and who should not, the Generalitat created some sections with levels of pollution for cars, motorcycles and vans with which to manage it. It is estimated that the owners will have to pay an average of 35 euros per year.
Cars and motorcycles
- Less than 120 gr / km of CO₂. They are exempt from paying the fee in the first year of application of the tax.
- Between 120 and 140 gr / km of CO₂. They will pay 0.55 euros for each gr / km of CO₂, about 11 euros per year.
- Between 140 and 160 gr / km of CO₂. They will pay 0.65 euros for each gr / km of CO₂, about 24 euros per year.
- Between 160 and 200 gr / km of CO₂. They will pay 0, 80 euros for each gr / km of CO₂, about 56 euros per year.
- More than 200 gr / km of CO₂. They will pay 1.1 euros for each g / km of CO₂ that exceeds 200 g / km of CO₂, which could mean an outlay of more than 100 euros per year.
Vans
- Less than 160 gr / km of CO₂. They will be exempt from paying the fee in the first year of application of the tax.
- More than 160 g / km of CO₂: They will pay 0.3 euros for each g / km of CO₂ that exceeds this figure.
From this list it remains 100% electric vehicles are exempt, scooters and motorcycles of 125 cc that are Euro 3/4, motorcycles / scooters registered as historical (registration H0000) and the vast majority of scooters and motorcycles that are Euro 3/4 of up to 500 cc.
For those who do not know how this tax is paid, the Generalitat published in May a provisional list on its website in which it exposed who had to pay. This list had a deadline for allegations to correct errors that closed on June 4. If everything was correct, a link was included from the same page of the register to be able to direct the payment.
Currently this procedure is no longer available so if you have to pay, you must do it electronically or at the prescribed bank. On September 1, the definitive registry was published, however, if when consulting it you still have an error, you must complain to the taxpayer's office where you will find the necessary procedures.
Once the claim is submitted, the administration itself has 30 days to respond, so if the term runs out, you will have to pay the tax. If your complaint goes to processing and they agree with you, the full amount will be refunded. If you did not pay it and your claim was processed, at the end of October the administration itself will send you a notification to your address with the procedure to be carried out for the payment.
